Download the zip folder.
Extract the zip folder.
Install the Java vm (virtual machine) first.
Then double click or right click and open the .jar file with java.

Click File > Open. 
Browse to your 24 bit folder and load it.
The downsampled files will be in a convert16 folder witin the parent folder you loaded.
